摘要
社会舆论既是高考改革的因变量,也是高考改革的自变量。公众对高考综合改革的认识和支持度,也是高考改革是否具备启动条件的一个重要方面。启动高考改革的社会舆论基础评估,方法上具有很大的挑战性。研究基于前几批试点省市的正反两方面经验,尝试对高考改革社会舆论基础评估的方法论问题进行讨论,特别是构建了五大指标的评估框架,并以A省为例,呈现了这五大指标的真实调查结果。通过观察和分析A省的样例,文章在最后部分讨论了对是否符合启动条件的定性判断、“不知情同意”现象,以及社会舆论数据解读方法等三个问题。
Public opinion is not only the dependent variable of the College Entrance Examination reform,but also its independent variable.The public's understanding and support for the comprehensive reform of the College Entrance Examination reform is an important factor indeciding whether the conditions are ripe for starting the College Entrance Examination reform.To evaluate the public opinion condition for the College Entrance Examination reform,we are facing the challenge of what method to be adopted.Based on the pros and cons of the pilot reforms in some provinces and cities,this paper explores the methodological issues of evaluating the public opinion on the College Entrance Examination reform,especially the establishment of an evaluation framework with five major indicators.It reports the results of a survey conducted in Province A in terms of the five indicators.On the basis of observing and analyzing the data from Province A,it discusses in the last part three issues concerning the qualitative judgment on whether the conditions are ripe for starting the reform,the phenomenon of“uninformed consent”,and the method of interpreting public opinion data.
