摘要
针对当前体系作战能力度量指标构建大多从系统层面出发、采用静态度量指标、能力属性多为定性描述、难以进行定量评估等问题,首先以作战能力的动态化度量为切入点,深入挖掘网信体系中能力、活动和度量三者之间的相互关系,形成面向能力的度量闭环;然后,从活动集合的动态重组、作战资源的深度耦合、环境条件的作用影响和作战进程的紧密关联等四个方面阐述作战能力的动态化度量特征;最后,以作战控制域为实例,进行体系作战能力的动态化度量与指标构建。该动态化度量与指标构建方法弥补了传统意义上将静态的系统性能度量指标作为作战能力的度量指标所带来的不足,有力支撑了未来作战体系的思考与建设。
At present,the most measures for operational capabilities are developed from individual system perspective,capability attributes are mostly quanlitatively described,which are difficult to be quantitatively evaluated.Aiming at the dynamic measurement for operational capabilities,this paper first analyzes the relationships among capabilities,activities and measures in the functional domain of system of systems(SoS)to form a capability-oriented measurement closed loop.Then,it expounds the dynamic measurement characteristic of operational capability from the following four aspects,the dynamic reorganization of activities,the deep coupling of operational resources,the changing effect of environmental conditions,and the close interation with operational procedures.Finally,taking the operational control domain of SoS as an example,it carries out the quantitative and dynamic measurement and measure development.The proposed method makes up for the shortcomings brought by the traditional static system performance measures as measuring operational capability,which strongly supports the future construction of operational SoS.
