走向高质量发展:二十一世纪我国农村基础教育政策注意力的演进逻辑 被引量:7

Towards High Quality Development:a Review of the Evolution Logic of the Attention of China's Rural Basic Education Policy in the 21st Century

摘要 二十一世纪以来,我国农村基础教育取得了重大发展成就。研究运用社会网络分析法,选取2000-2019年中央层面发布的有关农村基础教育的156份政策,发现其从夯实基础走向均衡化发展,再走向高质量发展,经历了三个阶段。虽然政策注意力的价值导向始终紧密围绕教育公平展开,但政策执行主体和实施主体不断地变化,背后反映了政府职能转变和机构改革的双重逻辑,而其政策内容的转变体现渐进式深入的发展逻辑,其决策路径的扩充也反映政府治理方式的变化逻辑。进入新时代后,我国农村基础教育政策围绕教育高质量发展的要求,将更加注重推动教育均衡发展、破除政策路径依赖、深化教育公平内涵。 Since the 21st century,our country's rural basic education has made major development achievements.Using social network analysis,we selected 156 policies related to rural basic education issued by the central government from 2000 to 2019,and found that they have gone through three stages from a solid foundation to a balanced development,and then to a high-quality development.Although the value orientation of policy attention has always been closely focused on education fairness,the continuous changes of policy implementation and implementation entities reflect the dual logic of government function transformation and institutional reform,and the change of its policy content reflects the gradual and in-depth development logic.The expansion of its decision-making path also reflects the logic of change in government governance.After the new era,our country's rural basic education policies center on the requirements of high-quality education development,and will pay more attention to promoting balanced development of education,eliminating policy path dependence,and deepening the connotation of education equity.
