乡贤组织的社会救助功能探析——以汕头市存心慈善会(2004—2010)为例

An Analysis of the Social Assistance Function of the Township Organizations—Take Shantou Cunxin Charity Association(2004—2010)as an Example

近10多年来,渐趋多元化的非营利组织更加积极地进入了社会救助领域,并成为政府公共职能的有益补充。其中,更具“民间性”“当地化”“精英型”的乡贤组织,做出了卓有成效且意义深远的贡献。本文以2004—2010年间的汕头市存心慈善会为例,探析其组织架构、救助体系、运营方式以及收支与管理状况,并讨论其与政府在驱动方式、资金源流、运行机制等具体实践中存在的差异。

Over the past 10 years,the increasingly diversified non-profit organizations have entered the field of social assistance more actively and become a useful supplement to the public functions of the government.Among them,the“folk”,“local”and“elite”township organizations have made fruitful and far-reaching contributions.This paper takes Shantou Cunxin Charity Association(2004 to 2010)as an example to analyze its organizational structure,rescue system,operation mode,revenue and expenditure and management status,and discusses its differences with the government in specific practices such as driving mode,capital source and operation mechanism.
