社会治理共同体视域下民族互嵌式社区的内在机理与实现路径

The Internal Mechanism and Realization Path of Ethnic Inter-embedded Communities from the Perspective of Social Governance Community

民族互嵌作为现代民族国家的一种社会治理方式,是共建共治共享理念在民族关系处理中的最新拓展。以社会治理共同体为思考半径来寻求"中国之治"的基层解法,在共同体叙事中解析民族互嵌式社区的内在机理,即在政府治理、社会调节和居民自治层面分别遵循"党组织与政府统筹引导——社会组织与社区组织参与共治——社区居民共同体生成"的立体化逻辑,由此探寻民族互嵌式社区的实现路径,在治理主体层面促成多元主体良性互动,在治理模式层面实现法治、德治与自治的有机结合,在治理常态化层面提供多重保障机制,这样不仅能够丰富基层社会治理实践的新样态,而且可以营造新时代各族群众共居、共学、共事、共乐的良好社区氛围,在社区层面打牢中华民族共同体的思想基础。

As a social governance mode of modern nation-states,ethnicinter-embeddednessis the latest development of the concept of co-construction,co-governance and sharing in ethnic relations.Taking the community of social governance as the thinking radius,we seek the grass-roots solution of China’s governance,analyze the internal mechanism of ethnic inter-embedded communities in the community narrative,that is,follow the three-dimensional logic of"the Party’s organization and governments’coordinated guide,the participation and co-governance of the whole society and community organizations,and the generation of the community for residents"in the aspects of government governance,social regulation and residents’autonomy,so as to explore the realization path of ethnic inter-embedded communities:to realize the benign interaction of multiple subjects at the governance subject level,to realize the organic combination of rule of law,rule of virtue and the autonomy at the governance mode level,and to provide multiple guarantee mechanisms at the governance normalization level.All these can not only enrich the new pattern of grassroots social governance practice,but also create a good community atmosphere in which people of all ethnic groups live together,learn together,work together and enjoy together in the new era,and lay a solid ideological foundation for the community for the Chinese nation at the community level.
