Horizontal Inter-Governmental Conflict Coordination Mechanism for Trans-Regional Major Engineering Projects

跨区域重大工程项目具有跨地域性特点,涉及多个地方政府的利益协调。利益主体众多、管理制度不完善、利益分配不合理等问题,容易引发府际冲突,影响项目顺利实施。如何有效解决跨区域重大工程项目横向府际冲突问题,已成为工程项目管理以及府际治理的重要方向。府际合作能够加强各地区之间的联系与交流,有利于跨区域公共事务的实施和发展。以协同治理理论为基础,以跨区域重大工程项目横向府际冲突为研究对象,分析冲突的表现方式和形成原因。在此基础上,构建“主体协同、制度协同、利益协同”三位一体的协同治理机制,可以实现横向府际冲突协调,对跨区域重大工程项目横向府际冲突管理具有一定的引导作用,有利于促进项目的顺利实施,实现区域共同发展。

Trans-regional major engineering projects are of cross region,involving the interest coordination of several local governments.The characteristics of numerous interest subjects,imperfect management system,and unreasonable interest distribution are easy to cause inter-governmental conflicts and affect the successful implementation of the projects.How to effectively manage the horizontal inter-governmental conflicts of trans-regional major engineering projects has become an important direction of engineering project management and intergovernmental governance.Studies on inter-governmental collaborative governance show that inter-governmental cooperation can strengthen the connection and communication among different regions,which is conducive to the implementation and development of trans-regional public affairs.Therefore,on the basis of the theory of collaborative governance,taking the horizontal inter-governmental conflicts of trans-regional major engineering projects as the research object,this article analyzes the manifestations and causes of conflicts.By constructing a collaborative governance mechanism of the triune“agent collaboration,system collaboration,and interest collaboration”,the horizontal inter-governmental conflict coordination can be realized,which has a certain guiding effect on the horizontal inter-governmental conflict management of trans-regional major engineering projects and is conducive to the successful implementation of projects and the realization of common development among regions.
