民族地区生态文明建设法治保障实践与探索——以贵州省毕节市生态文明法治工程创建为例

Practice and Exploration of Legal Guarantee for Ecological Civilization Construction in Ethnic Areas——A case study of the Ecological Civilization and Rule of Law Project construction in Bijie City,Guizhou Province

贵州省毕节市具有民族地区的典型特征,经济社会发展相对落后,生态环境脆弱。自生态文明法治工程创建以来,该市通过法治保障生态文明建设取得了显著成效:建章立制为生态文明建设立规矩、定标准,加大执法力度为生态文明建设落实供保障,充分发挥司法职能为生态文明建设扶正义,深化法治宣传教育为生态文明建设树观念。毕节市生态环境法治保障的做法对其他民族地区生态法治建设也多有启示。

Bijie City of Guizhou Province is typical of ethnic regions with relatively slow economic and social development as well as a fragile ecological environment.Since the construction of the Ecological Civilization Rule of Law Project,remarkable results have been achieved in legal guarantee for ecological civilization construction:rules and regulations have been established to set standards and requirements,law enforcement has been strengthened to guarantee the implementation,judicial functions has fully been exploited to uphold justice,and the publicity and education of the rule of law have been promoted to build ecological civilization concept.The practice in Bijie can also enlighten the construction of ecological rule of law in other ethnic areas.
