发展观视域下我国科研政策变化对地方高校科研的机遇与挑战

Opportunities and Challenges of China's Scientific Research Policy Changes to Local Colleges and Universities from the Perspective of Development Concept

科技部就提升和规范高校SCI论文指标的使用问题颁发了2号文件,从科研政策上释放重要信息,引起国内学者的高度重视和热议。该文通过对国家近几年相关政策进行研究和分析,国家科研政策的变化反映中国科研的客观变化,顺应国家科研发展的需求。并以量变到质变的发展理论深度分析中国去"唯SCI"的客观必要性,分析科技部实施此政策将对中国高校带来的机遇与挑战,并给出相关应对措施。

The Ministry of Science and Technology has issued No.2 document on improving and standardizing the use of SCI paper indicators in colleges and universities,which releases important information from scientific research policies and arouses great attention and heated discussion among domestic scholars.In this paper,through the research and analysis of the relevant national policies in recent years,the changes of the national scientific research policies reflect the objective changes of China’s scientific research and conform to the needs of China’s scientific research development.Based on the development theory of quantitative change to qualitative change,this paper analyzes the objective necessity of"SCI only"in China,analyzes the opportunities and challenges brought by the implementation of this policy by the Ministry of Science and Technology,and gives relevant countermeasures.
