The effective performance of government regulatory functions is the result of balancing the relations among elements such as power,resources,technology and system.“Blockchain+”enablement can be interpreted as a progressive process of activating“sleep”elements,exploiting advantages and reshaping organizational structure,represented by the different stages of blockchain from tool to element and then to catalyst role change.In particular,by reshaping the storage,flow and consumption mode of regulatory information,blockchain improves the quality of government regulatory information,reconstructs the organizational structure of government regulatory,reconstructs the institutional norms of government regulatory,and reshapes the conceptual thinking of government regulatory.The results are promoting the chemical reaction of“blockchain+regulation”,and driving the government regulation of the new era to gradually become comprehensive,collaborative,intelligent and precise.
