复杂性视域下城市社区风险识别及其应急治理策略

Risk Identification of Urban Communities and Their Emergency Management Strategies From the Perspective of Complexity

城市社区的应急治理充满复杂性,在识别风险、认知风险的过程中应避免简单线性思维。根据复杂性理论可以将城市社区应急的事件识别为常规风险问题、复杂风险问题、不确定性风险问题、模糊性风险问题,并对其采取差异化的治理策略。面向未来,应当通过发挥党组织的应急领导作用、强化社区三驾马车的协作能力、拓展公众和社会力量的有序参与增强常态社区治理体系的应急治理能力,并且要通过增强科学性及有效性、成本及效益平衡、可持续性、法治化及合法性五方面目标推进社区应急治理现代化。

The emergency management of urban communities is full of complexity,so the simple linear thinking should be avoided in the process of risk identification and risk cognition.According to the complexity theory,urban community emergency events can be divided into conventional risk problems,complex risk problems,uncertain risk problems and fuzzy risk problems,and differentiated governance strategies can be adopted.For the future,the Party organization should play the role of the emergency led,strengthen the cooperation ability of community troika,expand the orderly participation of the public and social forces,so as to enhance normal community governance system of emergency management ability.In addition,community emergency management modernization should be promoted by enhancing the scientific nature and effectiveness,cost and benefit balance,sustainability,and legitimacy of rule by law.
