广东省市场化导向的科技成果评价制度研究

Research on the Market Oriented Evaluation System of Scientific andTechnological Achievements in Guangdong

总结国家、广东省现行的科技成果评价相关政策,基于广东省近年来科技成果进展及发展趋势,发现当前广东省科技成果评价工作存在专业机构建设处于转型初期,评价指标体系、评价方式缺乏科学性,缺少完善的专家库遴选制度以及缺少专业的评价从业人员等问题,提出科技成果评价工作中专业机构建设、评价方法设计、评价专家遴选、人才队伍建设等方面的对策建议。

This paper summarizes the relevant policies for evaluation of scientific and technological achievements of the Nation andGuangdong. Based on the progress and development trend of scientific and technological achievements in Guangdong in recent years,the paper finds that there are problems in the evaluation of scientific and technological achievements in Guangdong, like theconstruction of professional institutions still in the early stage of transformation, the evaluation index system and evaluation methodare not scientific, lack of a well-developed selection system for the pool of experts and professional achievements evaluationpractitioners. Then the paper makes suggestions on the construction of professional institutions, the design of evaluation methods, theselection of evaluation experts and the construction of talent team in the evaluation of scientific and technological achievements.
