珠海离岸创新中心建设的现状与对策

Current Situation and Countermeasures of Offshore Innovation Center Construction in Zhuhai

作为国际科技合作的新模式,建设离岸创新中心已成为珠海集聚全球高端创新资源和全面落实国内国际双循环新发展格局的重要举措。但珠海离岸创新中心建设还面临政策支持不够完善、职责功能有待明确、建设和运营模式有待创新、布局与规模亟需进一步扩大以及涉外风险等问题。结合珠海实际,从完善政策、明确职责定位、注重模式创新、扩大布局和规模、加大资金投入、完善综合服务以及强化风险管理等角度提出对策建议,为珠海推进离岸创新中心建设提供参考。

As a new mode of international cooperation in science and technology,the construction of offshore innovation center has become an important measure for Zhuhai to gather global innovation resources and fully implement the double-circulation new development pattern.However,the construction of Zhuhai offshore innovation center still faces some problems,such as imperfect policy support measures,unclear responsibilities and functions,construction and operation mode need to be innovated,layout and scale need to be further expanded and foreign-related risks.Combined with Zhuhai􀆳s actual situation,this paper puts forward countermeasures and suggestions from the perspectives of refining policies,clarifying responsibilities,innovating the mode,expanding layout and scale,increasing capital investment,improving comprehensive service and strengthening risk management,so as to provide reference for promoting the construction of offshore innovation center in Zuhai.
