科研伦理治理:进展、挑战与对策

Research Ethics Governance:Progress,Challenges and Countermeasures

伴随着科研伦理事件频发,推动科研伦理治理体系现代化已经成为全社会共同的呼声。通过梳理科研伦理治理的相关文献,提出我国科研伦理治理发展所面临的严峻挑战,诸如行政型治理简单套用造成的科研伦理治理主体缺位、科研伦理规则存在模糊区造成的合规风险增加、网络信息技术发展造成的治理风险点扩大,进而基于利益相关者理论和自主治理理论等多种理论,从治理主体识别、治理结构优化和治理机制升级等方面,提出我国科研伦理治理体系现代化的对策建议。

With the frequent occurrence of scientific research ethics events,the modernization of research ethics governance system has become a common voice of the whole society.On the basis of sorting out the literature related to research ethics governance,this paper believes that the challenges faced by the development of China’s research ethics governance are mainly manifested in the absence of the main body of research ethics governance caused by the simple application of administrative governance,the increased compliance risk caused by the existence of fuzzy areas in research ethics rules,and the expansion of governance risk caused by the development of network information technology.In response to the above challenges,based on various theories such as stakeholder theory and self-governance theory,some countermeasures and suggestions for the modernization of China’s research ethics governance system are proposed from the aspects of governance subject identification,governance structure optimization,and governance mechanism upgrade.
