新时代乡村治理体系的生成逻辑与实践指向

Research on the Generation Logic and Practice Direction of Rural Governance System in the New Era

党的十九大提出了建立自治、法治、德治相结合的乡村治理体系。新时代“三治结合”乡村治理体系的生成逻辑,是国家治理方略调整的外部驱动、乡村治理有效的内部诉求、新时代党和政府践行“以人民为中心”治理理念下三者的有机统一。乡村治理有效关系到乡村振兴战略和国家治理现代化的推进。因此,在浙江桐乡经验的基础上,“三治结合”在实践中一是要确保政府归位与自治到位,激发自治活力;二是要完善乡村法治事业,实现依法治村;三是要重塑乡村道德环境,强化乡村德治支撑;四是要因地制宜,优化“三治”的组合模式和结构性配比,使“三治结合”落实到精细化的乡村治理实践中。

The 19th National Congress of the Communist Party of China proposed to establish a rural governance system combining autonomy,rule of law and rule of virtue.The formation logic of the rural governance system of“Three Integrated Rules of Governance”in the new era is the organic unity of the external drive of national governance strategy adjustment,the internal demand of effective rural governance,and the party and government’s practice of“people-centered”governance concept in the new era.Therefore,based on the experience of Tongxiang,Zhejiang province,the“Three Integrated Rules of Governance”in practice needs toensure the power of government is not offside,to stimulate the vitality of autonomy,improving the rural legal system and realizing the village management according to law,reshaping the rural moral environment and strengthening the support of rural moral governance,meanwhile,the combination mode and structural ratio of“Three Integrated Rules of Governance”should be optimized according to local conditions,so that the rural governance system can be implemented in the refined rural governance practice in the new era.
