论党建引领城市社区治理的四重维度

On the Four Dimensions of Party Building Leading the Urban Community Governance

随着全面深化改革向纵深推进,城市社区治理面临很多挑战。基层党组织组织力不强,导致党建引领功能没有完全发挥;居委会职责不够清晰,出现行政化、空转化、被动托底化现象;多元主体参与性不强,表现为居民参与度比较低、驻区单位作用发挥不明显、社会组织参与不足。城市社区风险防控意识淡薄,社区应急管理能力亟待提升。必须从提升基层党组织的组织力、明确居委会的职责权限、增强多元主体参与性、加强社区应急管理能力四个维度,不断破解治理难题,开启党建引领城市社区治理新局面。

With the deepening of the comprehensive reform,urban community governance faces many challenges.The weak organizational capacity of the grass-roots Party organizations leads to the incomplete development of the leading function of the Party building and unclear of neighborhood committee responsibility.The phenomenon of administration,empty transformation and passive bottom emerges.The participation of multiple subjects is not strong,which is manifested as the low participation of residents,the inconspicuous role of the units in the district,and the insufficient participation of social organizations.Urban community risk prevention and control awareness is weak,community emergency management capacity needs to be improved.it is necessary to continuously solve the governance problems from four dimensions of improving the organizational power of the grass-roots Party organizations,clarifying the responsibilities and powers of the neighborhood committees,enhancing the participation of multiple subjects,and strengthening the ability of community emergency management,so as to start a new situation of the Party building leading the urban community governance.
