社会信用积分制的基层治理实践与理论探讨--以山东省荣成市为例

The Practice of Primary-level Governance and Theory Discussion about Social Credit Scoring System--In case of Rongcheng City,Shandong Province

基层治理一直是国家治理的重点和难点。由于基层自身的特殊情况,其面临的治理问题复杂多样,千头万绪,如何将各类问题汇总起来进行有效处理一直是基层面临的难题。近几年来,在精细化治理理念的引导下,形塑新的治理抓手来解决各类问题成为基层治理实践探索的发力点。山东省荣成市构建全方位覆盖的信用积分体系、以信用积分推动政府工作、整合积分结果的运用,通过特有的运行逻辑,强化了基层党建、助推了政府职能转变、提高了社会的文明程度、有效的提升了基层治理的成效。但积分制还存在信息的采集和使用、可持续性、设计合理性以及可能产生“行政之恶”等方面的问题,需要进一步完善。

Primary-level governance has always been the key point and difficulty of state governance.Thesituation of primary-level communityis complex and varied,trivial and messy.How to deal with all kinds of problems is hard forprimary-levelgovernment.In recent years,under the guidance of the concept of fine governance,solving all kinds of problems by using a new way has become a powerful point for the practice and exploration of primary-levelgovernance.Rongcheng through the construction of an all-around credit score system,promotes the government work,integrates the application of the score results,strengthens the primary-level party building,boosts the transformation of government functions,improves the degree of social civilization,and effectively enhances the effectiveness of primary-level governance.However,there are still some problems in the system,such as the collection and use of information,the sustainability of credit system,the rationality ofdesign and the possible"administrative evil",which need to be further improved.
