“十四五”煤炭行业生态环境保护与资源综合利用发展路径分析

Analysis on the development path of ecological environment protection and resources comprehensive utilization in coal industry during the 14th Five-Year Plan period

通过梳理煤炭生产和产业布局的变化,总结归纳了“十三五”期间我国煤炭资源开发对矿区生态环境影响的变化情况。通过详实的数据分析了矿区生态环境保护和资源综合利用的现状,并指出目前存在的煤矿区生态环境欠账依然较多、资源综合利用面临困境、生态保护与资源综合利用资金投入不足等主要问题;从“双碳”目标的影响、黄河流域生态保护高质量发展、生态文明建设及能源结构调整等方面,阐述了我国煤炭行业“十四五”期间所面临的形势及其相关要求,提出“十四五”时期煤炭行业生态环境保护和加强资源综合利用的路径措施。

By combing the changes of coal production and industrial layout,the changes of the impact of China's coal resources development on the ecological environment of mining areas during the 13th Five-Year Plan period.Through analysis with detailed data,the current situation of ecological environment protection and resources comprehensive utilization in mining areas was introduced,and the existing main problems in coal mining area were put forward,such as many ecological environment debts,difficulties faced in the comprehensive utilization of resources,and insufficient investment in ecological protection and resources comprehensive utilization.The situation and relevant requirement faced by China's coal industry during the 14th Five-Year Plan period were put forward from the influence of carbon peak and carbon neutrality target,high-quality development of ecological protection in the Yellow River basin,ecological civilization construction and energy structure adjustment,and the path and measures of ecological environment protection and resources utilization in China's coal industry during the 14th Five-Year Plan period were put forward.
