京津冀冰雪产业一体化发展研究

Integration Development of Ice and Snow Industry in Beijing,Tianjin and Hebei

运用文献资料、专家访谈等方法,梳理京津冀冰雪产业一体化概念与现实意义,分析其现状及困境,进而提出一体化发展路径。京津冀冰雪产业一体化的现实意义:助力京津冀经济高质量协同发展;办好北京冬奥会的内在需要;提升中国冰雪产业的综合实力。发展困境:统筹规划不科学,缺乏合作联动机制;冰雪产业人才结构不合理;冰雪产业缺乏整合营销机制。提出一体化发展路径:构建一省两市+社会组织的一体化管理机构;一体化科学规划三地冰雪特色,形成错位发展;借鉴国外经验,促进人才培养一体化;构建一体化冰雪产业信息平台;打造O2O一体化营销模式;提升冰雪装备制造业一体化发展。

By using the methods of literature and expert interviews,it was summarized that the concept,practical significance,status quo and difficulty of the integration of ice and snow industry in Beijing,Tianjin and Hebei,and the integrated development path was proposed.The practical significance of the integration of ice and snow industry in Beijing,Tianjin and Hebei is as follows,such as boosting economic high-quality and coordinated development of Beijing,satisfying the needs of the 2022 Beijing Winter Olympic Games,and enhancing the comprehensive strength of China's ice and snow industry.The development difficult is as follows:not scientific overall planning,lack of cooperative linkage mechanism,unreasonable talent structure of ice and snow industry and short of integrated marketing mechanism.The integrated development path was put forward.We need to build a integration management institution with one province and two municipal governments plus social entities,scientifically plan the characteristics of snow and ice in the three regions to form a dislocation development,draw lessons from foreign experience to promote the integration of talent training,build the integration of ice and snow industry information platform,create O2O marketing model integration and promote integration development of ice and snow equipment manufacturing industry.
