农民专业合作社的冰山现象及其成因剖析

Iceberg Phenomenon and Cause Analysis of Farmers’ Professional Cooperatives

分析农民专业合作社良莠不齐的发展现状及其成因,对引导其健康发展,促进农业农村经济的快速发展起到重要作用。文章基于对山东省农民专业合作社发展状况的分析,结合"冰山现象",研究七年来山东省农民专业合作社发展特征,并对其成因进行深入剖析。结果表明:山东省农民专业合作社近年来发展迅猛,而且创新性明显,但其规范化发展和绩效有待加强;更深一步分析表明,农民专业合作社存在"冰山现象",表面繁华,内在问题重重。农民专业合作社目前面临的问题主要集中在发展不规范、绩效不高、融资困难、社员参与度不高和政策扶持不准确等方面。因此,提出相关政策建议,以期为政府制定相关政策、合作社科学决策、促进农民专业合作社可持续健康发展提供参考。

It plays an important role in guiding the healthy development and promoting the rapid development of agricultural and rural economy to analyze the current situation and causes of the uneven development of farmers’ professional cooperatives. Based on the analysis of the development situation of farmers’ professional cooperatives in Shandong Province, combined with the"iceberg phenomenon", this paper studies the development characteristics of farmers’ professional cooperatives in Shandong Province in the past seven years, and makes an in-depth analysis of its causes. The results show that: in recent years, farmers’ professional cooperatives in Shandong Province have developed rapidly, and the innovation is obvious, but their development and performance need to be improved. There are"iceberg phenomenon"in farmers’ professional cooperatives in that the surface is prosperous but there are many internal problems, such as non-standard development, low performance, financing difficulties, low participation of members and inaccurate policy support. In the future, we should give support in macro policies, regulations and finance, encourage farmers’ professional cooperatives to constantly innovate their development models, and strengthen internal management, talent introduction, publicity and training.
