摘要
在工会改革中,地方工会逐渐成为中国工会制度和机制创新的积极行动者,但随着互联网的发展、技术的迭代颠覆了传统的劳动关系,增加了许多不确定性因素,对地方工会维权职能的履行带来了极大的挑战。本文基于赋能的视角,对深圳市工会实践进行梳理分析,并得出两个结论:一是互联网时代,地方工会也具有自我赋能意识。通过制度、管理、技术、文化和资源五个方面的赋能,实现了工会自上而下和自下而上运作逻辑的双向平衡;二是深圳经验说明不同层级工会要结合所处地位和当地实际情况进行动态赋能。
In the process of the reform on trade unions,local trade unions have gradually become active players in the innovation of China's trade union system and mechanism.However,with the advent of the Internet and the development of technology,traditional labor relations have been changed,and many uncertainties have appeared,which have brought great challenges to the function of local trade unions safeguarding workers’rights.From the perspective of empowerment,this paper reviews and analyzes the practice of trade unions in Shenzhen,and draws two conclusions:First,in the Internet era,the local labor union reform also has a sense of self-empowerment.Through the five dimensions of empowerment in system,management,technology,culture and resources,the trade union realizes the two-way balanced operation between top-down and bottom-up.Second,the experience of Shenzhen shows that trade unions at different levels should be empowered on a constant basis while considering their status and local actual situation.
