乡村振兴背景下农村基层组织建设的困境与出路——以贵州省H村“村支两委”为例

Predicament and Outlet of Rural Grass-roots Organization Construction under the Background of Rural Revitalization——Taking the"Two Committees of Villages"in H Village,Guizhou Province as an Example

实施乡村振兴战略是推进新时期我国农村地区进一步发展的一项根本措施,农村地区的基层组织是推进实施乡村振兴战略的基础和关键。但当前部分农村地区“村支两委”还存在着“两委”关系不协调,凝聚力有待加强、“两委”班子成员文化素养偏低,老龄化严重等问题。这些问题的存在无疑制约着农村地区“村支两委”整体功能的发挥,更是制约着“村支两委”对各级党委和政府政策的理解和执行,进而影响乡村振兴战略的施行。要更好地分析解决这些问题,拟从支持落实村级组织负责人“一肩挑”制度,加强对农村地区村级组织后备干部队伍的培养等方面提出应对策略。

The implementation of rural revitalization strategy is a fundamental measure to promote the further development of rural areas in China in the new period.Grass-roots organizations in rural areas are the foundation and key to promote the implementation of rural revitalization strategy.However,in some rural areas,the relationship between the"two committees"is still uncoordinated,and the cohesion needs to be strengthened.The members of the"two committees"have low cultural literacy and serious aging problems.The existence of these problems undoubtedly restricts the overall function of the"two committees of villages"in rural areas,and even restricts the understanding and implementation of the policies of party committees and governments at all levels,thus affecting the implementation of the rural revitalization strategy.To better analyze and solve these problems,it is proposed to support the implementation of the"one commander"system for the heads of village-level organizations and strengthen the training of reserve cadres of village-level organizations in rural areas.
