河北省医保扶贫政策在深度贫困地区实施瓶颈研究

Hebei Province’s Health Insurance Poverty Alleviation Policy in the Deep Poverty-Stricken Areas to Implement Bottleneck Research

河北省医疗保障精准扶贫工作不断取得新成效,然而在深度贫困地区的政策实施遇到了一些瓶颈。通过实地走访保定市、承德市和张家口市深度贫困县的贫困人口,特别是因病致贫的贫困人口,梳理总结产生瓶颈的原因,并提出解决问题的建议,即积极开展远程诊疗活动,引导贫困群众通过远程诊疗途径就医;适当放宽条件,制定适合贫困人口的慢性病认证标准,让慢性病认定条件、申报手续进一步简化;继续加强基层卫生机构建设;进一步加强医疗保障扶贫政策的宣传。

Hebei Province’smedical security precision poverty alleviation work has been achieving new results,however,inthedeep poverty-stricken areas of the implementation of policies encountered some bottlenecks,this study through field visits to Baoding City,Chengde City and Zhangjiakou City,the poor people in the deep poverty-stricken counties,especially those living in poverty due to illness,comb and summarize the causes of bottlenecks,and try to give advice to solve the problem,including:actively carry out remote diagnosis and treatment activities,guide the poor people through remote diagnosis and treatment;We will formulate standards for the certification of chronic diseases suitable for the poor,further simplify the conditions for the identification and declaration of chronic diseases,continue to strengthen the construction of primary health institutions,and further strengthen the publicity of poverty alleviation policies for medical security.
