新时代公共管理专业人才培养的新挑战与再定位

New challenges and reorientation of public management talents training in the new era

当前,公共管理学科正经受“技术潮”“社会潮”“改革潮”的挑战.面向党的十九届四中、五中全会擘画的宏伟蓝图,公共管理专业人才培养亟须重新定位.为了更好地承担历史使命、服务国家战略,以系统思维重新审视公共管理专业人才培养现状,从“情怀、价值、素质、能力、视野”五个维度出发,提出“家国情怀塑造为先、公共价值引领为根、数智素质培养为基、服务能力提升为本、国际视野开拓为要”的五位一体人才培养目标,探索“国家需求导向、公共价值引领、素质能力并重、创新实践多元”的公共管理专业人才培养模式.

At present,the discipline of public administration is being challenged by“technological tide”“social tide”and“reform tide”.In view of the grand blueprint outlined by the Fourth and Fifth Plenary Session of the 19th CPC Central Committee,the cultivation of public administration professionals needs to be repositioned.In order to better undertake the historical mission and serve the national strategy,this paper reexamines the current situation of talent cultivation of public management major with systematic thinking,starting from the five dimensions of“feelings,value,quality,ability and vision”,and puts forward the five-in-one talent training objectives,“shaping the national feelings first,leading the public value as the root,cultivating the digital and intellectual quality as the basis,improving the service ability as the foundation,and developing the international vision as the key”,and explore the talent training mode of public management based on“national demand-oriented,public value guidance,equal attention to quality and ability,diversification of innovation and practice”.
