中国共产党建党百年请示报告制度的历史进程和基本经验

The Historical Process and Basic Experience of the System of Request for Instruction and Report since the Founding of the CPC Nearly a Century Ago

建党百年来,请示报告制度作为党内一脉贯通的优良传统和重要纪律,其历史进程包括初步探索、创立及巩固、重建与强化、突破与创新等四个阶段,夯实了中国共产党在各个历史时期推进全面从严治党、管党治党的制度保障,在党的制度建设史上具有重要地位。中国共产党在探索请示报告制度建设的历史进程中,积累了宝贵的历史经验,主要是:准确把握从毛泽东到习近平请示报告论述一脉相承的逻辑关系;坚持以党章为根本遵循是基本原则;抓好领导干部这个“关键少数”是重要保证;坚持以人民为中心是价值导向。

In the nearly one hundred years since the founding of Communist Party of China,the system of request for instruction and report,as a fine tradition and an important run-through discipline within the Party,includes in its historical course four stages,namely,preliminary exploration,creation and consolidation,reconstruction and reinforcement,breakthrough and innovation.This system has consolidated the institutional guarantee for Chinese Communist Party to comprehensively enforce and govern itself with strict discipline in all historical periods and it holds an important position in the history of the Party's system construction.The Communist Party of China has accumulated valuable historical experience in the historical process of exploring the construction of the system of request for instruction and report,which mainly includes:accurately grasping the logical relationship of the coherent and consistent discourses from Mao Zedong to Xi Jinping on request for instruction and report,adhering to the Party constitution as the fundamental rule,gasping well the management of leading cadres(the key majority)as an important assurance,sticking to a people-centered approach as the value orientation.
