Research on the Theory and Practice of Green Finance

习近平生态文明思想和新发展理念为发展绿色金融提供了根本性指南,实现碳达峰目标和碳中和愿景对发展绿色金融提出了迫切要求。发展绿色金融,减缓和适应气候变化,促进经济社会发展全面绿色转型,既体现了我国高质量发展的坚定决心,也彰显出我国推动构建人类命运共同体的大国担当和负责任大国形象。本报告的主要内容包括:一是在对马克思恩格斯列宁绿色发展基本立场和中国传统文化生态思想进行简要总结的基础上,从唯物论、辩证法和认识论三个维度概括习近平生态文明思想的哲学意蕴,反映了习近平总书记继承和创新发展人类生态文明思想的历史视野和治国理政智慧。二是总结梳理国外应对环境、气候和资源问题的主要实践,从政策体系、规模结构、环境效益、风险管理和国际交流合作等方面对我国绿色金融发展情况进行了重点评述。三是提出加强绿色金融理论建设的主要着力点和完善绿色金融政策框架的主要方向,强调促进绿色金融再上新台阶要做好七个方面的工作。

Xi Jinping's thought of ecological civilization and the new development concept provide a fundamental guide for the development of green finance.The realization of carbon target and carbon neutral vision put forward an urgent demand for the development of green finance.Developing green finance,slowing down and adapting to climate change,and promoting the overall green transformation of economic and social development not only reflects China's firm determination to high-quality development,but also highlights China's image of a big country with responsibility and responsibility to promote the construction of a community of shared future for mankind.The main contents of this report include:First,on the basis of summarizing the basic standpoint of Marx's classical writers'green development and China's traditional cultural ecology thoughts,the philosophical implications of Xi Jinping's thought of ecological civilization are summarized from three dimensions of materialism,dialectics and epistemology,reflecting the historical vision and the wisdom of governing the country by general secretary Xi Jinping's inheritance and innovation in the development of human ecological civilization.Second,it summarizes the main practices of dealing with the problems of environment,climate and resources in foreign countries,and reviews the development of green financial system,the scale of international cooperation,the benefit of international risk management and so on.Third,it puts forward the main focus of strengthening the theoretical construction of green finance and the main direction to improve the green finance policy framework,and emphasizes that seven aspects of work should be done to promote the green finance to a new level.
