农村宅基地整理存在的问题及对策——以巴东县野三关镇凉伞坡村农村宅基地整理试点项目为例

Problems and Countermeasures in Rural Homestead Consolidation:Taking the Pilot Project of Rural Homestead Consolidation in Liangsanpo Village,Yesanguan Town,Badong County as an Example

农村宅基地整理作为国土空间规划实施的重要任务之一,城乡建设用地增减挂钩项目是其主要的实施形式。我国自2004年开展城乡建设用地增减挂钩试点以来,项目实施范围与规模逐年扩大,项目实施对优化城乡建设用地结构、保障城镇发展、促进耕地保护、助力脱贫攻坚等发挥了重要作用,但在实际操作中仍存在一些问题。本文以巴东县野三关镇凉伞坡村农村宅基地整理试点项目为例,总结了实施过程中存在的问题,并提出了相关建议。

Rural homestead consolidation is one of the important tasks in the implementation of land space planning,urban and rural construction land increase-decrease linkage project is its main form of implementation.Since 2004,China has launched the pilot of urban and rural construction land increase-decrease linkage project,the scope and scale of the project have been enlarged year by year.The implementation of the project has played an important role in optimizing the structure of urban and rural construction land,ensuring the development of cities and towns,promoting the protection of cultivated land and helping to alleviate poverty,but there are still some problems in practice.This paper took the pilot project of rural homestead consolidation in Liangsanpo Village,Yesanguan Town,Badong County as an example,summarized the problems encountered in the implementation process,and put forward relevant suggestions.
