实战化改革中现代公安指挥机制建设研究——基于江苏省典型市县实战化改革实践

在全面深化改革的持续推进中,各市县结合自身的特点进行相对应的警务实战化改革,取得了一些成效,但也有一些问题。公安指挥机制作为治安防控体系的龙头,在实战化改革中尤为突出。剖析江苏省典型市县实战化改革实践状况,发现与当前社会治安环境、信息化发展水平相适应的专业化、扁平化及合成化机制都还未建设到位,应力求从“大数据条件下”的警务组织形态、“网络结构扁平”的业务流程衔接以及“模块化”的警力配置形态等三个方面来加强公安指挥机制的建设。

In the process of deepening the reform, every city and county has made some achievements, but there are also some problems. As the leader of the Public Security Prevention and control system, the public security command mechanism is especially prominent in the actual combat reform. After analyzing the practical situation of the actual combat reform in typical cities and counties in Jiangsu Province, it is found that the specialized, flat and synthetic mechanisms that are suitable for the current social security environment and the level of information development have not yet been established, we should try to strengthen the construction of public security command mechanism from three aspects of "big data" police organization form, "flat network structure" business process connection and "modularized" police force configuration form.
