粤港澳大湾区协同创新系统的政策体系研究 被引量:21

摘要 现有与粤港澳大湾区协同创新相关政策分散在诸多政策文件中,存在部门和地区条块分割、政策指向和政策力度具有区域差异以及便利化不足等问题,难以适应实践的需要。针对制定协调性、针对性和实用性更强以及体系化突出的专项政策的日益迫切要求,首先,从粤港澳大湾区发展规划、深圳建设中国特色社会主义先行示范区、完善要素市场化配置体制机制等方面,概述粤港澳大湾区协同创新政策的环境变化;其次,梳理总结得出广东省既有粤港澳大湾区协同创新相关政策特点为相关部门和城市高度重视,但政策条款零散分布、体系标准不一,以及联通性有待加强;再次,基于区域协同创新系统构成的理论分析,提出"1+4+2"粤港澳大湾区协同创新政策体系框架,即包含协同创新顶层制度设计系统政策、协同创新中层实施系统政策(包括主体协同创新政策、要素协同创新政策、产业协同创新政策和空间协同创新政策)和协同创新底层支持系统政策(包括协同创新平台政策和协同创新环境政策)的三维结构政策体系,并设计相对应的政策体系和政策措施,包括7个政策子系统、25个政策覆盖范围和91个政策着力点;最后,建议以上述政策体系框架为依据,遵循筛选、整合、打通和补新的原则,着手制定《粤港澳大湾区协同创新实施细则》、出台《粤港澳大湾区协同创新政策汇编》,推进粤港澳大湾区协同创新。 The existing policies related to collaborative innovation in Guangdong-Hong Kong-Macao Greater Bay Area are scattered in many policy documents, and there are regional differences such as the division of departments and regions, policy direction and policy strength, which are difficult to meet the needs of practice. In response to the increasingly urgent need to formulate specific policies that are more coordinated, targeted and practical, and that are well-structured, first of all, from the Guangdong-Hong Kong-Macao Greater Bay Area development plan, Shenzhen to build the city into a demonstration area of socialism with Chinese characteristics, and improving the system of market-oriented allocation of elements, this paper summarizes the environmental changes of GuangdongHong Kong-Macao Greater Bay Area collaborative innovation policy. Secondly, the paper concludes that the existing policy features of Guangdong-Hong Kong-Macao Greater Bay Area collaborative innovation in Guangdong are that the relevant departments and cities attach great importance to it, but the policy provisions are scattered, the system standards are different, and the connectivity needs to be strengthened. Thirdly, based on the theoretical analysis of the composition of regional collaborative innovation system, the paper puts forward the "1+4+2" framework of collaborative innovation policy system, that is the three-dimensional structure policy system including the design system policy of the collaborative innovation top-level system, the middle-level implementation system policy of the collaborative innovation (including main body collaborative innovation policy, factor collaborative innovation policy, industrial collaborative innovation policy and spatial collaborative innovation policy), and the bottom support system policy of the collaborative innovation (including the collaborative innovation platform policy and the collaborative innovation environment policy), and designs the corresponding policy system and policy measures, including 7 policy subsystems and 25 policy coverage scope and 91 policy focus points. Finally, the paper recommends that based on the above policy system framework and following the principles of selection, integration, opening up and renewal, the "Guangdong-Hong Kong-Macao Greater Bay Area Cooperative Innovation Implementation Rules" should be formulated, and the "Guangdong-Hong Kong-Macao Greater Bay Area Collaborative Innovation Policy Collection" should be introduced, so as to promote collaborative innovation in Guangdong-Hong Kong-Macao Greater Bay Area.
