Study on the Management and Shortage Guarantee of Essential Drugs in Comprehensive Pilot Counties of Essential Drugs in the New Period

目的调查2020年1~6月疫情期间国家基本药物制度综合试点县内医疗机构基本药物配备管理和短缺情况,为深化基本药物制度改革和完善疫情期间应对药品短缺政策提供参考。方法选取试点县内21家医疗机构填报国家基本药物配备管理和短缺情况,通过Excel软件和专家访谈的方式,就国家基本药物的具体管理情况进行调查和统计分析。结果在应对疫情防控的1~6月,试点县内县级医院、镇卫生院基本药物品种配备分别为51.9%、85.0%;基本药物目录利用率为30.7%、23.9%;基本药物销售金额占医院销售药品金额的51.3%、69.7%。收集短缺药品信息49条,存在一定程度的基本药物短缺。结论需要在试点县内构建一体化的国家基本药物配套政策,完善体制机制,通过部门协同应对疫情期间药品短缺,加大财政统筹,才能使群众享受到医改和基本药物制度的实惠。

OBJECTIVE To investigate the supply management and shortage of essential drugs in medical institutions in the comprehensive pilot counties of national essential drug system during the period from January to June 2020,so as to provide reference for deepening the reform of essential drug system and improving the policy of dealing with drug shortage during the epidemic period.METHODS 21 medical institutions in the pilot counties were selected to report the management and shortage of national essential drugs.The specific management of national essential drugs was investigated and statistically analyzed by Excel software and expert interview.RESULTS During the prevention and control epidemic period from January to June,51.9%of basic drugs were provided in county-level hospitals and 85.0%in town health centers in the pilot counties.The utilization rate of essential drugs catalogue was 30.7%and 23.9%.The sales amount of essential drugs accounted for 51.3%and 69.7%of the total sales amount of drugs in the hospitals.49 items of drug shortage information were collected,and there was a certain degree of shortage of essential drugs.CONCLUSION In order to make the people enjoy the benefits of the medical reform and the basic drug system,it is necessary to build an integrated national essential drug supporting policy in the pilot counties,improve the system and mechanism,cope with drug shortage during the epidemic period through the department coordination,and increase the overall financial coordination.
