城乡资源有机循环与乡村振兴

Symmetric Circulation of Rural and Urban Resources and Rural Revitalization

实施乡村振兴战略能有效应对新时代农业农村发展面临的问题,促进中国全面建成小康社会,但是目前乡村振兴进程中依然面临多重问题。以费孝通的小城镇思想为参照,认为中国社会转型中乡村发展滞后的原因主要为资源不对称流动、人力资本不足与社会资本缺乏,并针对上述原因进行了剖析。在剖析原因的基础上,提出要构建城乡要素、人才、社会资本以及小城镇为纽带的城乡资源流动和发展机制,促进城乡资源有机循环,推动城乡协调发展,实现乡村振兴。

Implementing the rural revitalization strategy can effectively deal with the problems faced by agricultural and rural development in the new era and promote the building of a moderately prosperous society in all respects.However,there are still multiple problems in the process of rural revitalization.Taking Fei Xiao-tong's thought about the construction of small towns as a reference,it is argued that the main reasons for the backwardness of rural development in China's social transformation are asymmetric flow of resources,insufficient human capital and lack of social capital.It is then proposed to build a mechanism of urban-rural resource flow and development linked by urban and rural elements,talents,social capital and small towns,so as to promote the symmetric circulation of urban and rural resources,promote the coordinated development of urban and rural areas and realize rural revitalization.
