摘要
"放管服"改革是促进高校释放办学活力、提高办学质量的重要途径。随着研究生招生数量的不断增长,很多高校为调动二级学院的服务管理积极性而实施研究生校-院二级管理体制,但在实施过程中存在人才培养过程"放"的有限、监督和管理职责"管"的死板、管理队伍"服"的低端、管理手段技术落后等问题。在高等教育领域"放管服"改革大背景下,探究高校研究生管理如何充分发挥校-院二级管理模式的优势,对于提高研究生培养质量具有重要意义。
"Release-Management-Service"reform is an important approach to promoting the modernization of higher education governance system and governance capabilities. With the continuous expansion of postgraduate student enrollment, many universities implement secondary management in graduate schools, and mobilize the enthusiasm of service management in secondary colleges through decentralized management. However, there are some problems in the current implementation process,such as the limited"release"from the talent training process, the rigidity of"management"from the perspective of supervision and management responsibilities, and the low-end of"service"from the management team, from the management means to see the backward technology. Against the background of the reform of"Release-Management-Service"in the field of higher education, it is of great significance to explore how to give full play to the advantages of the two-level management mode the two-level management mode the two-level management mode in colleges and universities to overcome their limitations and improve the quality of postgraduate education.
