从“政府引导市场”到“市场引导政府”:我国保障性住房制度改革的路径转向

From"Market Guided by Government"to"Government Guided by Market":a Study of Path Turn of Affordable Housing System Reform in China

通过文献梳理法和历史分析法,认为“我国保障性住房政策及其实施奉行的是‘政府引导市场’改革路径”。随着市场经济体制的深入,历史进新时代并体现新的主要矛盾,住房保障事业也同样存在着不充分、不平衡发展的现实情况。并表现为“政府主导市场”变成政府滞后于市场、保障性住房管理过程中出现的代理悖论(政府违背公益目标)等。从现实问题出发重新研判,提出保障性住房改革应该由“政府引导市场”向“市场引导政府”路径转向。

Through the literature review and historical analysis,the author concludes that"the policy of affordable housing in China and its implementation is the path of"government guided market"reform.With the deepening of market economy system,the history has entered a new era and reflects new main contradictions.There are also insufficient and unbalanced development of housing security.It is shown that"government led market"becomes the agency paradox(government violates public welfare goal)which appears in the process of government lagging behind the market and the process of guaranteeing housing management.From the perspective of the reality,the paper puts forward that the reform of affordable housing should be changed from"government guided market"to"market guided government".
