卫生事业管理专业调整为公共事业管理专业(卫生事业管理方向)后人才培养模式的变化、挑战、机遇——基于复旦大学的研究

Study on the Change,Challenge and Opportunity of Talent Training Modeafter the Adjustment of Health Management Specialty in Fudan University

医科院校不仅培养医疗技术人才,也培养卫生管理人才。1998年以前,医科院校主要通过卫生事业管理专业培养卫生管理人才;1998年以后,随着教育部专业目录的调整,医科院校主要通过公共事业管理专业(卫生事业管理方向)培养卫生管理人才。专业学位和学制的调整对医科院校卫生管理人才培养模式产生了较大影响。基于前人的研究成果,文章以复旦大学为例,分析了卫生事业管理专业调整为公共事业管理为专业(卫生事业管理方向)后在人才培养目标、课程设置、专业发展和就业结构上的变化,认为专业学位学制调整既对公共事业管理专业的人才培养提出了挑战,也为公共事业管理专业的迅猛发展创造了机遇。迎接挑战和抓住机遇是专业学位学制调整后医科院校公共事业管理专业发展的必由之路,迎接挑战的关键是牢牢抓住医学这个"根",培养好具有医学底色的卫生事业管理人才;抓住机遇的关键是紧紧依靠社会科学这个"干",培养出兼备医学知识和社科技能的卫生事业管理人才。各级各类医科院校的公共事业管理专业,其管理者和教育者只要能站在医学与社会科学的交汇点上,具备"包容"之心态,采取"兼容"之战略,就能摆脱"弱势"的困境和"边缘"的窘境,实现交叉学科专业的跨越发展和人才培养质量的根本提升。

The adjustment of professional degree and education system has a great influence on the training mode of public service management professionals of medical colleges and universities.Taken Fudan University as an example,the changes of talent training objectives,curriculum,professional development and employment structure after the adjustment of the major from health management to public service management were analyzed.It can be concluded that the adjustment of professional degree system not only challenges the talent training of public service management specialty,but also creates opportunities for its rapid development.To meet the challenges and seize the opportunities is the only way to the development of public service management specialty in medical colleges and universities after the adjustment of professional degree system.The key to meet the challenge is to firmly grasp the"root"of medicine and cultivate health management talents with medical background.And the key to seize the opportunity is to rely on the"stem"of social science to cultivate health management talents with both medical knowledge and social science skills.
