Centennial Practice of the Communist Party of China in Fighting Formalities for Formalities’ Sake:Path,Achievement and Experience

力戒形式主义是中国共产党百年党建工作的重要议题,是有效推进党的自我净化、自我完善、自我革新、自我提高的关键抓手与必要举措。建党百年来,依据党所处的不同时代背景、担负的不同历史使命以及同形式主义斗争的不同实践情态,党力戒形式主义的工作主要经历了新民主主义革命时期的开创奠基、社会主义过渡和建设时期的曲折探索、改革开放新时期的调适优化、中国特色社会主义新时代的创新发展四个历史阶段,取得了党的建设质量得到明显提高、党的事业发展得到有效保障、党同群众关系得到切实巩固的重要历史成就。新时代要把力戒形式主义的工作不断引向深入,必须吸纳并借鉴建党百年来党同形式主义斗争的宝贵经验,即:在思维理念上,必须从"讲政治"的高度予以审视;在纠治对象上,必须坚持抓"关键少数"与管"绝大多数"相结合;在举措方法上,必须采用"主体形塑"与"环境培育"双重途径;在策略取向上,必须保持"坚强决心"达成"常态协同"的整体态势。

Fighting formalities for formalities’sake is an important issue in the Party building work of the Communist Party of China in the past century,and also the key and necessary measure to effectively strengthen the Party’s ability to purify,improve and innovate itself.Since the founding of the Party,according to the different historical backgrounds,different historical missions and different practical modes,the Party’s efforts to fight formalities for formalities’sake have gone through four stages:the foundation of the new democratic revolution,the tortuous exploration of the socialist transition and construction period,the adjustment and optimization in the new period of reform and opening up,and the innovation and development in the new era of socialism with Chinese characteristics.It has achieved significant historical achievements in improving the quality of Party building,effectively ensuring the development of the Party’s cause and consolidating the relationship between the Party and the people.In the new era,we must absorb and learn from the valuable experience of the Party’s struggle against formalities for formalities’sake in the past 100 years,that is,in terms of thinking concept,we must examine it from the height of"taking a clear political stand";in the object of correction,we must adhere to focusing on"key few"and governing"vast majority";in terms of measures and methods,we must adopt the dual ways of"subject shaping"and"environmental cultivation";in the strategic orientation,we must keep"strong resolution"to achieve"normal coordination".
