Cyber Security Cooperation Between China and Its Neighboring Countries:New Agenda for China’s Neighboring Diplomacy

网络安全威胁是中国与周边国家面临的共同安全威胁之一。将网络安全合作嵌入中国周边外交议程,既是中国从网络大国走向网络强国的重要一步,也是中国建设周边命运共同体的重要举措。当前中国与周边国家在网络安全领域的合作仍然处于起步阶段。中国与周边国家加强在网络安全领域的合作面临着难得的机遇,同时也面临着挑战。下一步中国应该继续加强与周边国家就网络安全事务进行对话,将网络安全议题有效嵌入现有的地区合作机制之中;联合周边国家共建区域网络安全中心,如中国—东盟网络安全中心等;充分发挥自身在网络技术领域积累的优势,为周边地区国家提供可靠的网络硬件和软件产品,以有效预防和应对可能的网络安全威胁。

Cyber security threat is one of the common security threats faced by China and its neighboring countries.There is an urgent need for putting cyber security cooperation on China’s diplomatic agenda,which is not only an important step for China to move from a great cyber country to a cyber-power,but also an important means for China to build a Community of Common Destiny.However,the cooperation between China and its neighboring countries in the field of cyber security is still in its infancy.China and its neighboring countries are facing both opportunities and challenges in strengthening cooperation in the field of cyber security.China should continue to strengthen dialogue with its neighboring countries on cyber security,effectively embedding cyber security into existing regional cooperation regimes;jointly build regional cyber security centers with neighboring countries,such as China-ASEAN cyber security center;provide reliable network hardware and software for neighboring countries with its advantages in the field of network technology to effectively prevent and respond to possible cyber security threats.
