集中连片特困地区乡村振兴与绿色发展协同推进的长效动力机制构建 被引量:7

摘要 集中连片特困地区是乡村振兴战略实施中最难啃的硬骨头,其特殊地理空间格局、脆弱生态环境与较落后经济社会发展水平客观上要求协同推进乡村振兴与绿色发展。在分析其面临主要挑战的基础上,构建六位一体、囊括多种措施的综合体系,形成乡村振兴与绿色发展协同推进的长效动力机制,其中促进教育发展是基础,创新体制机制是前提,发展绿色产业是关键,健全生态补偿机制是抓手,构建灾害风险防治体系是支撑,完善基础与服务设施是保障。 Contiguous poverty-stricken areas are the most difficult task to crack for the implementation of the rural revitalization strategy.Their special geographical spatial patterns,fragile natural ecological environment and low level of economic and social development objectively require coordinated promotion of rural revitalization and green development.Based on the analysis of the main challenges,this paper tries to build a comprehensive integrated system of“Six in One”with a variety of measures,and construct a long-term driving mechanism for the coordinated promotion of rural revitalization and green development.In detail,promoting the development of education is the foundation;innovating system and mechanism is the premise;developing green industry is the key;improving the mechanism of ecological compensation is the effective means;building a disaster risk prevention and control system is the support;completing infrastructure and service facilities is the guarantee.
