引汉济渭工程调水区生态产品价值实现机制研究

Research on ecological product value realization mechanism in water diversion regions of Hanjiang-to-Weihe River Valley Water Diversion Project

为有效满足调水区促进经济发展与保障改善民生的需求,推动调水区由提供水资源向提供优质生态产品转变,需要建立引汉济渭调水区生态产品价值实现机制。本文明确了生态产品价值实现的基本路径,分析了调水区生态产品价值实现面临的主要挑战,从构建流域生态补偿机制、直接开发利用、将生态优势转化为产业优势、开展环境权交易等方面提出生态产品价值实现的主要途径,并制定了相应的保障机制,可供类似工程参考。

A mechanism to realize the value of ecological products in water diversion regions of Hanjiang-to-Weihe River Valley Water Diversion Project should be built in order to effectively meet the demands of boosting the economic development and guaranteeing people’s livelihood in water diversion regions,and drive the change of its function from water resource supply to high-quality ecological product supply.The basic route of realizing the ecological product value is made clear in the paper.All the major challenges of realizing the ecological product value in water diversion region are analyzed.Main routes of realizing the ecological product value are proposed from the aspects of establishing a mechanism for ecological compensating in the water basin;achieving off-hand exploitation;transforming its ecological advantages to industrial advantages;initializing environmental rights trading and etc.A corresponding guarding mechanism is formulated as reference in similar projects.
