利用天然河道输水的南水北调东线德州段渠道运行管理难点及应对措施

Difficulties in channel operation management of Dezhou section of South-to-North Water Diversion Project east route by using natural river channel for water delivery and corresponding measures

为改善利用天然河道输水的南水北调东线德州段渠道工程的运行管理条件,现场管理单位立足工程实际,通过实施架桥、修路、闸门改造、T接专用供电线路、应急衬砌工程,推行渠道巡查新模式、深入开展教育培训、完善现场安防设施,补工程短板、强业务监管,有力地改善了工程管理条件,提升了职工监管能力,保证了工程的安全平稳有序运行。本文介绍了该工程的运行管理经验,并为类似输水工程的运行管理提出了相关建议。

In order to improve the use of channel project operation and management conditions of Dezhou section of South-to-North Water Diversion Project east route by using natural river channel for water delivery,engineering practice is considered by the field management unit.The channel patrol new model is implemented,education training is deeply implemented,and the field security facilities are perfected through the implementation of the bridge erection,road construction,gate modification,T-connection special power supply circuit and emergent lining project.‘Project shortcomings are repaired and business supervision is enhanced’,thereby effectively improving the project management conditions,enhancing the supervisory ability of the staff,and ensuring the safe,smooth and orderly operation of the project.The operation management experience of the project is introduced in the paper,and related suggestions are proposed for the operation management of similar water conveyance projects.
