系统观念视域下的社会治理重心下移研究

Research on the Downward Movement of the Focus of Social Governance from the Perspective of Systematic Concept

坚持系统观念是“十四五”时期做好社会治理工作必须遵循的重要原则之一。作为基础性的思想和工作方法,系统观念注重整体性与关键性、关联性与结构性、系统过程性与动态平衡性。新时代加强和创新社会治理、构建共建共治共享社会治理格局、有效推动治理重心下移,必须坚持系统观念。在系统观念视域下推动社会治理重心向基层下移,需要找准推动重心下移的着力点,整体谋划、系统重构基层治理体系,运用综合集成方法解决重心下移的现实难题,建立有效的支持机制。

Sticking to systematic concept is one of the most important principles that must be followed for social governance during the 14th Five-Year Plan period.As a fundamental thought and working method,systematic concept focuses on integrity and criticality,relevance and structure,systematic process and dynamic balance.In the new era,to strengthen and innovate social governance,construct a social governance structure based on collaboration,participation and common interests,and effectively promote the downward movement of the governance focus,we must adhere to systematic concept.To promote the social governance focus down to the primary-level,a focus of the downward movement must firstly be found accurately.Secondly,an overall plan should be applied to systematically reconstruct the system of primary-level governance.Thirdly,real difficulties in downward movement of the focus can be solved by using comprehensive approach.Fourthly,an effective supporting mechanism should be constructed.
