经济增长目标压力与制造业发展质量——基于绿色全要素生产率的测算与计量分析

The Pressure from Economic Growth Target and the Green Development Quality of Manufacturing Industry——A Measurement and Econometric Analysis Based on GTFP

地方政府的环境管理行为与环境绩效表现密切相关,因而从地方政府层面寻找环境问题日趋严峻、绿色生产率增长缓慢的形成原因,对我国工业发展质量提升具有重要的现实意义。基于此,文章利用全国各省份1998-2016年制造业面板数据实证考察地方政府经济增长目标压力对制造业绿色全要素生产率的影响。研究发现:经济增长目标压力降低了制造业绿色全要素生产率。在机制上,经济增长目标压力减弱政府和企业的环境治理力度,同时降低环境规制对污染物排放的治理效果,从而抑制了制造业绿色全要素生产率提升。异质性分析表明,提高经济发展水平、公众环保意识、公众环保支持力度、政府环保重视程度,并缩小政府规模有利于缓解经济增长目标压力对制造业绿色效率提升的负面影响。

The environmental management behavior of the local governments is closely related to the environmental changes,so it is of great practical significance to improve the quality of green development in the country in seeking the causes of the increasingly severe environmental problems and the slow growth of green productivity at the local government level.Based on this assumption,this paper,using the manufacturing panel data from 1998 to 2016,makes an empirical investigation of the impact of economic growth target pressure on the part of the local governments on the green total factor productivity in the manufacturing industry.The study finds that the pressure from economic growth target reduces the green total factor productivity in manufacturing.In terms of its mechanism,the pressure from economic growth target weakens the efforts made by the local governments and enterprises concerning environmental issues,and cuts down on the effect of the regulatory measures from the governments regarding pollutant emission,thus inhibiting the improvement of the green total factor productivity in manufacturing.The analysis of heterogeneity herein further shows that promoting the level of economic development,elevating the public awareness of environmental concerns,raising the public support for environmental protection,increasing the government attention to environmental problems,as well as reducing the size of the local governments,will all contribute to the alleviation of the negative impact exerted by the pressure from economic growth target on the green efficiency development in the manufacturing industry.The research of this paper is therefore able to provide a theoretical guidance and an empirical basis for the actions by the local governments in coordinating and balancing between economic growth rate and green development quality.
