退耕还林工程旨在生态建设,投资多,规模大,跨时长,影响深,群众参与度高。甘肃历史上曾经富饶天下,清代中叶以来陷入"越穷越垦、越垦越穷"怪圈,1999年率先在全国开展退耕还林工程试点工作。在全面论述甘肃生态变迁与探索、退耕还林实践、退耕还林工程概况的基础上,着重介绍了甘肃退耕还林工程建设成就,包括区域生态环境明显改善,农业自然灾害明显减少,农村产业结构优化,农产品连年丰收,农民收入大幅增加,特色林果业迅速壮大,贫困人口全部脱贫,绿色发展理念扎根人心。20多年的退耕还林工程促使甘肃走上了可持续发展新路。

The project of land retirement is aimed at ecological construction,with large investment,large scale,long span,deep influence and high public participation.Gansu used to be rich in the history of the world.Since the mid-Qing Dynasty,Gansu has fallen into the cycle of"the poorer the province,the poorer the province".In 1999,Gansu took the lead in carrying out the pilot project of land retirement in the whole country.In comprehensive ecological changes in Gansu province and to explore and practice of returning farmland to forest,on the basis of returning farmland to forest project summary,emphatically introduces the project of returning farmland to forest in Gansu construction achievements,including the regional ecological environment improvement,significantly reduce the agricultural natural disasters,the rural industrial structure optimization,agricultural harvest for years,the farmers’income increased dramatically,characteristic fruit industry developed rapidly,all the people living in poverty have been lifted out of poverty,and the concept of green development has taken root among the people.The project of returning farmland to forest for more than 20 years has made Gansu embark on a new road of sustainable development.
