新一轮退耕还林工程的政策实践

甘肃是全国退耕还林重点省,工程建设取得了巨大成效,政策执行总体良好。调研分析发现,在新一轮退耕还林工程政策实践中,主要困扰是农田保护与生态用地的矛盾,主要表现为基本农田调整滞后,可退耕地块零碎分散,长期撂荒地无法退耕还林,土地调查数据库未能有效支撑退耕还林工程。建议以党的十九大报告和"绿水青山就是金山银山"理念为指导,在精确把握退耕还林概念的基础上,统一规划国土发展空间,取消退耕还林地类限制,允许地方采取灵活务实的政策措施,争取应退尽退,推动生态文明建设再创辉煌。

Gansu is one of the key provinces of land retirement in China.The project construction has achieved great results and the policy implementation is generally good.The investigation and analysis showed that the contradiction between farmland protection and ecological land was the main problem in the policy practice of the new round of land retirement,which was mainly manifested as the lag of the adjustment of basic farmland,the fragmented and scattered plots of farmland for land conversion,the failure of long-term abandoned land for forest conversion,and the failure of land survey database to effectively support the land retirement project.The 19th CPC National congress suggested that"Lucid waters and lush mountains are invaluable assets"concept as a guide,based on the accurate grasp of the concept of land retirement,unified planning of land development space,cancel the retirement land class restrictions,allowing local flexible and practical policy measures,should be backed off all,promote the construction of ecological civilization create brilliant.
