苏北共享发展评价指标体系构建研究

A study on the establishment of shared development evaluation index system in northern Jiangsu

贯彻落实“共享发展理念”是实现苏北五市地区高质量发展的重要推动力。通过从基础设施共享、公共服务共享、发展机会共享和发展成果共享四个层面选取了4个一级指标、10个二级指标,构建苏北五市共享发展水平的评价指标体系,并运用熵值法和层次分析法对苏北五市2009~2018年十年的数据进行综合赋权,测度苏北五市共享发展水平,运用Tobit模型深层次探究影响苏北五市共享发展的因素。

The implementation of the "shared development concept" is an important driving force to realize the high-quality development of the five cities in northern Jiangsu.Four first level indicators and ten second level indicators are selected from the four levels of infrastructure sharing, public service sharing, development opportunity sharing and development achievement sharing to construct the evaluation index system of the sharing development level of the five cities in northern Jiangsu.Entropy method and analytic hierarchy process are used to comprehensively weight the data of the five cities from 2009 to 2018 to measure the sharing development level of the five cities in northern Jiangsu.This paper also uses Tobit model to deeply explore the factors that affect the sharing development of five cities in northern Jiangsu.
