社会组织参与居家养老服务的规则探析--基于应用规则的逻辑

Analysis on the Rules of NGOs Responding to Home Care Services during Epidemic Prevention and Control:Logic Interpretation based on Application Rules

社会组织参与居家养老服务成为养老服务供给侧结构性改革的创新之举,然而,这一举措的效果并不理想,背后原因盘根错杂。以往研究多聚焦描述性分析,较少运用理论框架,难以对社会组织参与的内在逻辑作出有效解释。基于IAD框架的应用规则模型和武汉市部分案例调研显示:社会组织参与养老服务受边界规则、位置规则、权威规则、聚合规则、范围规则、信息规则、收益规则七大规则约束。这些规则存在选择标准宽泛、法制建设滞后、服务类型模糊、资金保障缺乏、居民信任度低等问题,制约社会组织参与的整体效能。需要从选择机制、参与制度、结果反馈、筹资渠道等层面对参与规则加以完善,充分发挥社会组织的支撑功能,助推社会主义现代化强国建设。

The participation of NGOs in home-based elderly care services has become an innovative move in the supply-side structural reform of elderly care services.However,the effect of this innovative move is not ideal,and the underlying reasons are mixed.Previous studies focused more on descriptive analysis and less on theoretical tools,which made it difficult to explain the operational logic of NGOs participation effectively.The application rule model based on IAD framework and the investigation of some cases in Wuhan city are shown that the operation logic of NGOs’participation in pension services is subject to seven rules which contain the boundary rules,location rules,authority rules,aggregation rules,scope rules,information rules and income rules in participating in old-age services of NGOs.It is found that these rules have some problems,such as the broad selection criteria,the lagged construction of legal system,the difficulty to determine the service type,the lack of fund guarantee,the low degree of trust of residents and the deviation of organization concept and so on,which affect the participation efficiency of social seriously.To give full play to the role of NGOs in old-age services supply,we should carry on the consummation of the selection mechanism,participation system,result feedback,financing channels,social atmosphere and industry associations.
