西部山地省会城市绿色发展路径研究——基于贵州省贵阳市的实证考察

Research on the Green Development Path of Western Mountainous Provincial Capital Cities:Based on the Empirical Investigation of Guiyang City,Guizhou Province

生态保护是影响山地城市发展的重要因素,省会作为省区推动经济发展的增长极,面临着坚守发展与生态两条底线的双重压力。作为西部地区典型的山地省会城市,贵州省贵阳市在全国率先探索建设生态文明城市,发展绿色经济。通过对贵阳绿色发展实践历程的梳理,建立协整方程模型检验环境库兹涅茨曲线(EKC)的基本形态,探究影响绿色发展的因素,提出了新时代优化绿色发展路径的对策建议。研究发现,贵阳环境库兹涅茨曲线(EKC)呈现“N型”态势,表明新时期贵阳经济发展中仍旧面临环境保护的压力。推动贵阳绿色发展,要着力破解产业发展、对外开放、资源欠缺和制度约束。着眼于当前贵阳贵安融合发展大局,拓展城市发展空间,优化区域发展方式;发挥外资外贸产业结构调整的生态改善效应和绿色技术溢出效应,加大绿色科技研发,从生态安全中寻求发展生物经济的空间;统筹个体利益与全局利益的关系,健全有利于绿色发展的生产生活机制。

Ecological protection is an important factor affecting the development of mountainous cities.As the growth pole of western provinces to promote economic development,the provincial capital is facing the dual pressure of adhering to the two bottom lines of development and ecology.As a typical mountainous capital city in Western China,Guiyang City in Guizhou Province takes the lead in exploring the construction of ecological civilization city and developing green economy.Through combing the practice of green development in Guiyang,this paper establishes a cointegration equation model to test the basic form of Environmental Kuznets curve(EKC),explores the factors influencing green development,and puts forward some countermeasures and suggestions for optimizing the path of green development in the new era.It is found that the Environmental Kuznets curve(EKC)of Guiyang presents a"n-type"trend,indicating that Guiyang is still facing the pressure of environmental protection in the new period of economic development.To promote green development in Guiyang,efforts should be made to crack industrial development,opening up,lack of resources and institutional constraints.Focusing on the overall situation of Guiyang Gui′an integrated development,this paper expands the urban development space and optimizes the regional development mode.The government can give full play to the ecological improvement effect and green technology spillover effect of foreign trade industrial structure adjustment,increase green science and technology research and development,and seek space for the development of bio economy from ecological security.What’s more,we should balance the relationship between individual interests and overall interests,and improve the production and living mechanism conducive to green development.
