“乡案县审”制度实证研究

Empirical Study on the System of Township Case and County Trial

纪检监察案件审理作为反腐败工作的关键环节,在深化国家监察体制改革的大背景下面临的形势和任务发生了深刻的变化,要推进纪检监察案件高质量发展,必然要建立健全案件审理工作良性发展的长效机制,着力提升基层案件审理质量。据L市改革试点期间的统计数据显示监察对象由7万余人增至13万余人,新增监察对象半数以上集中在乡镇一级。“乡案县审”制度制定由此纷纷被提上各省市工作日程,成为巩固改革成果、缓解案多人少矛盾的治理良方。

As the key link of anti-corruption work,the trial of discipline inspection and supervision cases has undergone profound changes in the situation and tasks under the background of deepening the reform of national supervision system.To promote the high-quality development of discipline inspection and supervision cases,it is necessary to establish and improve the long-term mechanism for the benign development of case trial work,and strive to improve the trial quality of grassroots cases.According to the statistical data of L City during the reform pilot period,the number of supervision objects has increased from more than 70,000 to more than 130,000.And more than half of the new supervision objects are concentrated at the township level.As a result,the formulation of the“township case and county trail”has been put on the work agenda of various provinces and cities,which has become a good way to consolidate the reform achievements and alleviate the contradiction between more cases and fewer people.
