摘要
基于经典地租理论,以吉林省10个县(市)的481户农户调查数据为依据,建立OLS回归模型和多元有序Logistic模型,探究玉米收储政策改革对农村地租水平的影响。结果发现:玉米"价补分离"政策是现阶段农村地租波动的重要致因。具体来看,生产者引导价格对地租水平呈现正向显著影响;生产者补贴归属对地租水平具有显著影响,补贴归属经营者的地租显著高于补贴归属承包者。进一步讨论发现,生产者补贴缺乏弹性、补贴发放方式粗放是农村地租年际间波动的真实原因。建议将现行政策调整为补贴额度可调节的目标价格政策,并按照玉米销售量发放补贴,以平抑地租的年际波动,促进土地流转市场的健康发展。
Based on the classical land rent theory,we investigated 481 households in 10 counties(cities)of Jilin province,and established OLS regression model and multivariate logistic model.The purpose is to explore the influence mechanism of corn acquisition and storage policy reform on rural land rent.The results show that"price-subsidy separation"policy is the main reason for the fluctuation of land rent.Producer guided price has a significantly positive effect on land rent.The variable of producer subsidy ownership has a significant impact on the level of land rent.The land rent is higher when the operator gets producer subsidy than when the contractor gets producer subsidy.Further discussion shows that the lack of flexibility of producer subsidies and the extensive distribution of subsidies are the real reasons for the inter annual fluctuation of rural land rent.In order to suppress the inter annual fluctuation of land rent and promote the healthy development of land circulation market,it is suggested that the government should adjust the current policy to the target price policy with adjustable subsidy amount,and provide subsidies according to the sales volume of corn.
