在高等教育现代化过程中,核心任务是要提升高等教育质量,服务国内国际经济"双循环"发展,推进产业结构升级,这就需要大学加强政产学研的融合发展,关键在于优化大学外部治理结构,提升大学对行业、产业人才需求的灵敏度,主要是要推行善治理念,正确划定政府的权力边界;培育社会组织,促进大学治理结构的多元协同;完善法治体系,规范利益相关者管理行为;强化多元协同,发挥大学主体的治理潜力。通过大学外部的多元化共治结构,重构政府、大学、社会之间新型关系。
