摘要
从创新链角度出发,采用三阶段DEA模型和Malmquist指数模型相结合的方法,分别测度皖江城市带9市2010-2019年技术研发过程与技术转化过程的创新效率,并分析其时间演进的动态特征。研究发现:创新效率受外部环境显著影响,剔除外部因素影响前后的皖江城市带各市创新研发、转化效率均存在明显差异,纯技术效率被低估,规模效率被高估;皖江城市带各市间创新效率不平衡且整体创新效率不高,创新转化效率低于创新研发效率,其中投入规模不足是抑制创新效率提升的主要瓶颈;从动态演进趋势分析,全要素生产率受纯技术效率变动的制约,各市全要素生产率不尽相同,皖江城市带整体创新效率演变处于收敛过程中。
From the perspective of"innovation chain",using the combination of the three-stage DEA model and the Malmquist index model,the article separately measured the technology research and development process and technology transformation process of9 cities in the Wanjiang Urban Belt from 2010 to 2019,and analyzes the dynamic characteristics of its time evolution.The research shows that:first,under the premise that there are obvious differences in innovation R&D and transformation efficiency between cities in the Wanjiang Urban Belt before and after the influence of external factors,the innovation efficiency is significantly affected by the external environment,the pure technical efficiency is underestimated,and the scale Efficiency is overestimated;second,the innovation efficiency between the cities in the Wanjiang Urban Belt is unbalanced and the overall innovation efficiency is not high,and the innovation transformation efficiency is lower than the innovation R&D efficiency,among which,insufficient investment scale is the main bottleneck that inhibits the improvement of innovation efficiency;third,total factor productivity is restricted by changes in pure technical efficiency based on the analysis of dynamic evolution trends,besides,total factor productivity varies from city to city,and the evolution of overall innovation efficiency in the Wanjiang Urban Belt is in the process of convergence.
