摘要
将产业结构升级纳入到环境政策制定和实施的考虑范畴,是中国实现环境污染治理,改善区域生态效率,增进社会福利的重要选择。本文通过构建Bootstrap-DEA模型测算了中国区域生态福利绩效,在此基础上构建动态面板联立方程模型对区域环境政策、产业结构升级与生态福利绩效关系进行实证分析。实证结果表明,产业结构升级对生态福利绩效呈现出显著的负向影响,环境政策调整对产业结构升级产生显著的负向作用,生态福利绩效对环境政策强度和产业结构升级的倒逼影响方向是不同的。此外,环境政策强度与生态福利绩效的作用关系在不同地区具有明显的差异性。
Incorporating the upgrades of industrial structure into the scope of environmental policy formulation and implementation is a significant choice for China to improve the governance of environmental pollution,increase the regional ecological efficiency,and enhance social welfare.This paper measures the performance of regional ecological welfare in China by constructing the Bootstrap-DEA model,and builds a dynamic panel simultaneous equation model on the basis to conduct an empirical analysis of the relationship in regional environmental policy,industrial structure upgrade,and ecological welfare performance.The empirical results indicate that the industrial structure upgrade has a significant negative impact on ecological welfare performance.However,environmental policy adjustment has a significant negative effect on the upgrading of industrial structure.The impact direction of ecological welfare performance on environmental policy intensity differs a lot from industrial structure upgrade.In addition,the relationship between environmental policy intensity and ecological welfare performance also shows obvious differences in different regions.
